PRESENT:

  • Selectboard Members: Peter Berger (Chair); Frank J. Barrett, Jr. (Vice-Chair), Cathy McGrath

AGENDA MODIFICATIONS:

MOTION: Frank J. Barrett, Jr. /Peter Berger (moved and seconded) made a motion to accept agenda with additions. The vote passed unanimously.

NEW BUSINESS:

MOTION: Peter Berger/Frank J. Barrett, Jr. (moved and seconded) made a motion to nominate Cathy McGrath as chair of the Town of Fairlee Selectboard. The motion passed unanimously.

MOTION: Frank J. Barrett, Jr./Cathy McGrath (moved and seconded) made a motion to nominate Peter Berger as Vice Chair of the Town of Fairlee Selectboard. The motion passed unanimously.

The Town of Fairlee Selectboard reviewed the list of confirmed appointments for town officials voted on during Town Meeting.

MOTION: Cathy McGrath/ Peter Berger (moved and seconded) made a motion that Jason Bachus be appointed Chief of Police. The motion was unanimous.

Town Clerk Georgette Wolf-Ludwig administered the oath of office to Jason Bachus and he was sworn in as Chief of Police. Ms. Wolf-Ludwig also administered the oath of office to Mr. Bachus for Town Constable.

MOTION: Peter Berger/Frank J. Barrett, Jr. (moved and seconded) made a motion that the Town of Fairlee Selectboard send a memo to the Development Review Board requesting that the chairmanship of the board be rotated.

  • Ms. Wolf-Ludwig presented three liquor licenses from Dollar General, Lake Morey Country Club and Leda’s Pizza Restaurant for the signature of the Town of Fairlee Selectboard.
  • Ms. Wolf-Ludwig notified the Town of Fairlee Selectboard that a petition for a revote on the bond issue for the renovation of the Town of Fairlee Town Hall was received at 10:30AM on March 13, 2017. The warning and the new ballot need to be signed next Monday. The date of Tuesday April 25, 2017 has been set for the revote.
  • The Town of Fairlee Selectboard will schedule two bond hearings prior to the revote. The dates for the sessions are Wednesday April 5, 2017 at 7:00PM and Thursday April 13, 2017 at 7:00PM.

STAFF COMMENTS:

  • Town Administrator Brian Hanson noted that the public hearing on the accessibility grant and the implementation grant will be held on Thursday March 16, 2017 at 6:30PM.
  • Town Administrator Brian Hanson announced that the Development Review Board will meet on March 28th at 7:00PM.
  • Town Administrator Brian Hanson informed the Town of Fairlee Selectboard that the annual Consumer Confidence Report on the town’s drinking water is being sent out to all town water users. The Fairlee Local Emergency Plan is now available and the Town Clerk will be given a copy.
  • Town Treasurer Lisa Hinsley and Town Lister Noel Walker presented a revised list of categories for water bills to the Town of Fairlee Selectboard. Current water bills will reflect these revisions. The categories are based on the number of units and the type of structure.
  • The Town of Fairlee Selectboard in their role as Water Commissioners will notify Bonnie Avery, Bill Weale, Suzanne Pacilio and Scott O’Donnell about the new categories. The Lake Morey Country Club and Big Scoops ice cream stand will also be notified.

MOTION: Peter Berger/Frank J. Barrett, Jr. (moved and seconded) made a motion to accept the new water billing categories for the Town of Fairlee Water Department.

NEW BUSINESS continued:

  • Town Lister Noel Walker requested that the Town of Fairlee Selectboard publicize the need for burn permits during fire season. This information will be posted on the town website and the listserv.
  • Gary Leach, Principal Engineer, of Tata & Howard notified the Town of Fairlee Selectboard that there will be a meeting on Tuesday March 21 from 11AM – 2PM to discuss the water tank litigation. Cathy McGrath will attend on behalf of the Town of Fairlee Selectboard.
  • Mr. Leach advised the Town of Fairlee Selectboard that he and his staff have met with the VT Department of Transportation to discuss future construction and possible funding sources for the repaving of Lake Morey Road. The repaving work will occur section by section. The road will need to remain open for emergency vehicles during construction. Mr. Leach will prepare a checklist of necessary steps for the project.
  • Mr. Leach advised the Town of Fairlee Selectboard that he has obtained a list of wells drilled within two miles of the existing well and resulting groundwater yields from the State of Vermont. The well located on the Lang property was not on the state list.
  • Town Administrator Brian Hanson updated the Town of Fairlee Selectboard on the status of several pending grant applications. The Town did not receive the corridor grant. A representative from the Tarrant Foundation met with the Town Administrator and was given a tour of the Town of Fairlee Town Hall.
  • Cathy McGrath informed the Town of Fairlee Selectboard that she met with Chris Overtree of the Aloha Foundation to discuss conservation issues. They discussed blue-green algae in Lake Morey, concerns about deer tick prevalence this spring and summer and solar panels on the property.

BOARD ORDERS/CORRESPONDENCE:

The orders and correspondence were presented to the Town of Fairlee Selectboard for signatures.

MINUTES:

MOTION: Cathy McGrath/Peter Berger (moved and seconded) made a motion to approve the minutes of March 6, 2017 with corrections.  The motion passed unanimously.

ACTION ITEMS:

  1. Discuss topics for meeting with Legislators on March 27
  2. Schedule department head meetings
  3. Update with Bob Haynes on feasibility of economic development corporation

MOTION: Cathy McGrath/Peter Berger (moved and seconded) made a motion to close the meeting. The motion passed unanimously.
